		<description>The man tipped to become the new Metropolitan police commissioner was last night understood to be considering whether he should apply for the job, after a barrage of criticism from politicians on all sides over the arrest of the shadow Home Office minister Damian Green. Sir Paul Stephenson, as acting head of the Met, ultimately sanctioned the arrest of Green over his role in publishing documents allegedly leaked to him by a mole in the Home Office. His decision, described by one senior officer as "totally catastrophic", has led to a furious reaction from the Conservative party leader, David Cameron, the mayor of London, Boris Johnson, and members of the cabinet, who are understood to be divided over the issue. The deadline for applications for the top job at the Met is noon today and Stephenson is understood to be wondering whether the post is worth the flak. "He is a man who does angst over things quite a lot and he will be thinking very hard about this," said one source. Senior members of the cabinet have expressed deep disquiet over the treatment of Green, who was detained by police for nine hours last Thursday and forced to give a fingerprint and DNA sample. Some ministers voiced unease on the margins of a cabinet meeting in Leeds on Friday. They believe the police's behaviour was heavy-handed and gave the impression that the state was attempting to block the opposition from holding the government to account. Other ministers said that the police had good grounds to question Green. Harriet Harman, the leader of the Commons, admitted yesterday that she was "very concerned indeed" about what had happened, although the home secretary, Jacqui Smith, refused to apologise and insisted the police were independent. Today Jack Straw, the justice secretary, said that Smith was right not to apologise for what had happened to Green. "If any home secretary had offered an apology, there would have then been a huge furore about the fact that the home secretary was prejudging the actions and activities of the police without an investigation," Straw said in an interview on BBC Radio 4's Today programme. Straw said that if the Tories were unhappy about what had happened, they could complain to the independent police complaints authority. He also said that he was "pretty certain" that, once the affair was over, parliament would review the procedures that led to Green's office at the House of Commons being searched by police. The Tories intensified pressure last night by revealing further details of the police questioning of Green, who was arrested on suspicion that he had procured leaked documents from Chris Galley, a 26-year-old junior civil servant. Police allegedly accused the MP of "grooming" the young civil servant, in what was seen as an attempt to prove that Green had broken the law by offering inducements to procure leaked documents. A Tory source said that Green was furious at the use of a word with such horrendous connotations. "This was clearly designed to provoke Damian. This is typical of the cack-handed way the police have handled this." Such revelations will add to the pressure on the Met, and specifically Stephenson, who was seen as the favourite to succeed Sir Ian Blair as the new commissioner. He is understood to have had a furious row with Johnson on Thursday after telling him of the impending arrest. A Scotland Yard source yesterday denied that anyone had been bugged as part of the inquiry, after speculation that the police had listened in to calls between Green and the civil servant accused of leaking documents to him. Police sources stressed that they were investigating whether Green had aided, abetted and encouraged the civil servant to procure the information. Senior officers were split over whether the MP should have been investigated or arrested at all, it emerged yesterday. Some within Scotland Yard viewed the issue as a disciplinary one for the civil service, and not a criminal matter at all. Publicly the Met is defending its actions, saying there was nothing unusual about the use of 20 officers to carry out searches and the arrest of Green. "There were four addresses, five officers for each address," the source said. "The investigation is ongoing. That is all we are saying." There was also a row brewing between the Crown Prosecution Service and the police. The Guardian has been told that the CPS was involved in the decision by Bob Quick, the Met's assistant commissioner of specialist operations, to arrest Green. But the CPS angrily denied it was party to the decision to arrest, saying: "We were involved only in the preliminary stages of the investigation." It emerged that the arrest had not been sanctioned by the new director of prosecutions, Keir Starmer. A spokesman for the CPS said that Starmer had only been informed shortly before detectives swooped. This is crucial to another growing row ? the decision by the Commons serjeant at arms, Jill Pay, and the Speaker, Michael Martin, to allow police to search Green's office. Pay reportedly gave the go-ahead after police told her that the DPP had given his approval to the arrest. Martin is due to make a statement on Wednesday. Dominic Grieve, the shadow home secretary, said the police might have misled Pay. "One way of reading the contradictory explanations between the sergeant at arms and what the DPP has said is that the police misled her. That's a very serious issue which needs to be looked into," he told Sky News. 		<description>A coalition of politicians, child experts and family organisations has called on the prime minister to launch a long-term, cross-party inquiry into how to stop children growing up to become abusive parents in the wake of the Baby P case and the jailing last week of a father who made his two daughters pregnant 19 times.The letter, which is published in today's Guardian, is signed by 19 individuals including Graham Allen, Labour MP for Nottingham North, the former Conservative leader Iain Duncan Smith, the Liberal Democrat peer Lady Walmsley and the heads of leading organisations concerned with social welfare and family issues.It comes as the children's secretary, Ed Balls, is due to receive the report that he commissioned into the state of child protection in Haringey, the London borough where Baby P died in August 2007 after months of abuse.The report will place intense pressure on Sharon Shoesmith,  director of children's services at Haringey council. It is widely believed  that she will be persuaded to resign or placed under strong pressure to quit as a result.  Westminster sources say the buck stops with her, and she has so far chosen not to go. A Haringey council spokesman said any recommendations would be followed. The letter urges Gordon Brown to be "far-sighted" and to use this opportunity to tackle inter-generational transmission of abuse."Clearly, when horrendous cases like Baby P and the Sheffield family come to public view we should always have the appropriate inquiry into the individual case ..." it says. "We also ask that the prime minister seizes the opportunity of initiating a long-term inquiry to examine how we can stop some of today's children becoming the abusing parents of tomorrow. The government now has the chance to be far-sighted in initiating the review of long-term social policies necessary ..." The letter also asks Brown to work with David Cameron and Nick Clegg to find a "broad political and social consensus" on how best to ensure that vulnerable children are helped and protected.During the two-month Old Bailey trial of the three people found guilty of causing or allowing Baby P's death, it emerged that the toddler's mother had been removed from the care of her own mother, a heavy cannabis smoker, when she was 12. The death of the 17-month-old boy led Balls to order Ofsted, the Healthcare Commission and the police inspectorate to conduct an "urgent and thorough" inspection of children's services in Haringey. Balls will give his response to the report this afternoon  or tomorrow. Allen, who coordinated the letter, said "wonderful things can be done with children who are very badly damaged". 		<description>Near the end of his life Saint Benedict had an experience in which he saw the whole of reality caught up in a vision of light. For the Benedictine nuns of the Conventus of Our Lady of Consolation, this vision will be powered by the solar panels of their new home, an environmentally sensitive monastery being built in the North York Moors national park.Next year the nuns will bid farewell to the Victorian splendour of Stanbrook Abbey in rural Worcestershire to live in a monastery with rainwater harvesting, reedbed sewage systems, sedum roofs, recycled material, a woodchip boiler and responsibly-sourced timber.Upheaval is not new to the community, which has had five homes in its 385-year history, including an 18-month stretch behind bars during the French revolution. Prompting this latest move is the 21st-century phenomenon of downsizing. An overall decline in Catholic vocations has left the community with just 22 professed nuns and two novices, who between them are responsible for the maintenance and overheads of a 20- acre site. According to Dame Andrea Savage, the abbess at Stanbrook, manual labour was overtaking monasticism. "We're running a big building, spending thousands of pounds that we don't have on looking after the place and heating it with oil and gas, which isn't good for the environment. We're here for the monastic life and it is being impinged on," she said. "Stanbrook Abbey was built for the time, they didn't have heating. They had one tap and no bathrooms. It's been adapted since but it's still too big for us and we're not museum curators."In a brief to the architects, the nuns stated their vision for their new premises. In addition to being sensitive to environmental concerns, a monastery for women should "contain some natural curved surfaces and shapes". The new building, designed by the 2008 Stirling prizewinners Feilden Clegg Bradley Studios, will allow them to live simply. There will be broadband-ready bedrooms for up to 30 nuns, a church, library and ancillary buildings. It also incorporates a retreat for up to 15 guests as hospitality is common to Benedictine traditions. The nuns will be in harmony with the heritage of their surroundings, studded with the ruins of Whitby, Rievaulx and Byland abbeys and Mount Grace Priory. "We are supposed to love creation and respect the environment. We're living in and taking care of it," said Savage. The fate of the old monastery is unclear. In 2002 the nuns decided to sell the Grade II listed property for £5m but to their disappointment it is still on the market. They wished to direct the proceeds of a sale towards their new home and want to save it from being converted into flats, hotels or spas. One nun suggested it would make a nice open prison. With months to go before the move and with lots of packing to do before then, the abbey's corridors are lined with boxes, discarded furniture, abandoned wheelchairs and piles of disparate objects. Several sales have shed some of the clutter accumulated over the years. The monastery's cat named Britney, after the pop singer, is unfazed by the bustle.Sister Maria, 79, entered aged 18. She said she was not as sad about leaving the building as she was about saying goodbye to friends."The village has grown around us to some extent. It is getting noisier and noisier," she said. "Up there it is much more unspoilt. We hope to fit into the spirit of the place."They have enjoyed the experience of working with the architects, with a committee of five nuns informing the two parties of developments. The admiration is mutual.Gill Smith, of Feilden Clegg Bradley Studios, said the nuns were "very clued up" about what they wanted from their new monastery. "They were very specific about wanting a sense of space and tranquillity. They also wanted to trade down and live in something that was manageable, comfortable and suitable for the 21st century," she said."These clients are naturally parsimonious, they're not into buying and consuming like we are and they have a great respect for the natural environment. It's been a privilege working with them. 		<description>Police in Thailand ordered protesters to leave Bangkok's two airports yesterday, and allow more than 160,000 stranded travellers to fly home.But the authorities showed little sign that they were about to move in forcefully to take control of the airports, which have been closed for six days amid mounting frustration of foreign governments concerned over their nationals.The rising alarm came as more than 10,000 of the beleaguered government's supporters gathered for a mass rally in Bangkok, leading to a fear of clashes with their rivals holding the airports and the prime minister's Government House headquarters.Fifty-one anti-government protesters of the People's Alliance for Democracy (PAD) were wounded - four of them seriously - when a grenade exploded in the early yesterday at Government House.Some foreign governments sent emergency planes to rescue their citizens, while airlines put on 60 special flights to a tiny Vietnam war-era airbase 90 miles south-east of Bangkok. Australia's foreign minister, Stephen Smith, expressed dismay at Thailand's inability to evacuate his nationals. "It's frustrating for us and ... for stranded Australians. Some are becoming increasingly distressed," he said.The deepening crisis has left the prime minister, Somchai Wongsawat, powerless and isolated, governing from the northern city of Chiang Mai for fear of a coup. 		<description>Jacqui Smith, the home secretary, has asked the attorney general to investigate possible "criminal  wrongdoing" by the MI5 and the CIA over its treatment of a British resident held in Guantánamo Bay, it was revealed tonight.The dramatic development over allegations of collusion in torture and inhuman treatment follows a high court judgment which found that an MI5 officer participated in the unlawful interrogation of Binyam Mohamed. The MI5 officer interrogated Mohamed while he was being held in Pakistan in 2002.It emerged tonight that lawyers acting for Smith have sent the attorney general, Baroness Scotland, evidence about MI5 and CIA involvement in the case, which was heard behind closed doors in high court hearings. In a letter seen by the Guardian, they have asked Scotland - as an independent law officer - to investigate "possible criminal wrongdoing". The move could lead to a criminal prosecution.The evidence was suppressed following gagging orders demanded by David Miliband, the foreign secretary, and the US authorities. The action by Smith, the minister responsible for MI5 activities, is believed to be unprecedented.A Home Office spokesman confirmed tonight that the letter and closed evidence had been sent to the attorney. It had no further comment.Tonight Clive Stafford Smith, director of the legal charity Reprieve, which represents Guantánamo detainees, welcomed the move. He said: "This is a welcome recognition that the CIA cannot just go rendering British residents to secret torture chambers without any consequences, and British agents cannot take part in American crimes without facing the music".He added: "Reprieve will be making submissions to the attorney general to ensure that those involved in these crimes ? from the US, Pakistan, Morocco, Britain, and elsewhere ? are held responsible."Richard Stein of Leigh Day, which is acting for Mohamed in the British courts, said: "Ultimately the British government had little choice in the matter, once they conceded that a case had been made out that Binyam Mohamed was tortured.""The Convention Against Torture rightly imposes an obligation on signatory states to investigate cases of torture, and we look forward to a full and open airing of the crimes committed against Mr Mohamed and a thorough investigation by the Police and Crown Prosecution Service into this case."Reprieve has argued that the case against Mohamed should be dropped by the US government, and that he should be returned to the UK, as the British government requested in August 2007.  It says Mohamed is a victim of "extraordinary rendition" and torture.They claim that all the evidence against him was the "fruit of torture". Mohamed was seized in Pakistan and later secretly rendered to Morocco, Afghanistan, and then to the US base in Cuba. He claims that while in Morocco he was tortured by having his penis sliced with a razor.In the high court earlier this month, Lord Justice Thomas and Mr Justice Lloyd Jones condemned as "deeply disturbing" a refusal by the US to disclose evidence. In a particularly damning passage, they said claims by Mohamed's lawyers that the US was refusing to release the papers because "torturers do not readily hand over evidence of their conduct" could not be dismissed and required an answer.Charges against Mohamed - including that he was involved in a dirty bomb plot - have been dropped, allegedly to prevent the US from revealing torture evidence. The US authorities now planned to charge him with other offences, the judges noted.BackstoryBinyam Mohamed, 30, an Ethiopian national who worked in London as a janitor, was held in Pakistan in 2002, where he was interrogated by an unidentified MI5 officer. In 2007, the British government asked that he should be released. The US refused and said he must be tried by a special military commission in Guantánamo Bay. In court hearings in Britain, David Miliband, the foreign secretary, has said that documents believed to show Mohamed was tortured must not be released because the US wants to keep the evidence secret. The US has warned that if the UK courts ordered the release of the documents, America might stop sharing intelligence with Britain.
