senior news analyst Cokie Roberts responded that Sen. Joe Biden "talked about
the Bosniaks." Roberts later said: "[I]f [Gov. Sarah Palin] had said 'Bosniak,' everybody would be making a big deal of it, you know." In fact,
Biden correctly referred to certain residents of Bosnia and Herzegovina as Bosniaks.
According to the U.S. State
Department, as of 2002, the
population of Bosnia and Herzegovina consisted
of the following ethnic groups: "Bosniak 48.3%, Serb
34.0%, Croat 15.4%, others 2.3%." 

The CIA World Factbook states:
"Bosniak has replaced Muslim as an ethnic term in part to avoid confusion with
the religious term Muslim --
an adherent of Islam."

In a May 11 speech, U.S. Ambassador to Bosnia and
Herzegovina Charles English repeatedly referenced "Bosniaks" and said: "Bosniak
political leaders must examine their own their political conduct within
governing institutions, particularly where they are the majority, and ask
themselves, is this conduct assuaging concerns among other ethnic groups about
domination or contributing to it?"

Biden said
during the debate: 


Look what we did in Bosnia.
We took Serbs, Croats and Bosniaks, being told by everyone, I was told by
everyone that this would mean that they had been killing each other for a
thousand years, it would never work. There's a relatively stable government
there now as in Kosovo.

war, that's the be-all and the end-all. That's bad. A lot of people, gone." I
can see them using that as a moment, but other than that, no, they both handled
everything pretty well. 

ROBERTS: He talked about the
Bosniaks. 

ROSE: The Bosniaks, yes.

ROBERTS: The Bosniaks. If she had
said -- 

GOODWIN: Oh, and there was McKiernan
versus McClellan, the name of the general in Afghanistan.

Most counterterrorism policies fail, not because of tactical problems, but because of a fundamental misunderstanding of what motivates terrorists in the first place. If we're ever going to defeat terrorism, we need to understand what drives people to become terrorists in the first place.



Conventional wisdom holds that terrorism is inherently political, and that people become terrorists for political reasons. This is the "strategic" model of terrorism, and it's basically an economic model. It posits that people resort to terrorism when they believe -- rightly or wrongly -- that terrorism is worth it; that is, when they believe the political gains of terrorism minus the political costs are greater than if they engaged in some other, more peaceful form of protest. It's assumed, for example, that people join Hamas to achieve a Palestinian state; that people join the PKK to attain a Kurdish national homeland; and that people join al-Qaida to, among other things, get the United States out of the Persian Gulf.



If you believe this model, the way to fight terrorism is to change that equation, and that's what most experts advocate. Governments tend to minimize the political gains of terrorism through a no-concessions policy; the international community tends to recommend reducing the political grievances of terrorists via appeasement, in hopes of getting them to renounce violence. Both advocate policies to provide effective nonviolent alternatives, like free elections.



Historically, none of these solutions has worked with any regularity. Max Abrahms, a predoctoral fellow at Stanford University's Center for International Security and Cooperation, has studied dozens of terrorist groups from all over the world. He argues that the model is wrong. In a paper (.pdf) published this year in International Security that -- sadly -- doesn't have the title "Seven Habits of Highly Ineffective Terrorists," he discusses, well, seven habits of highly ineffective terrorists. These seven tendencies are seen in terrorist organizations all over the world, and they directly contradict the theory that terrorists are political maximizers:



Terrorists, he writes, (1) attack civilians, a policy that has a lousy track record of convincing those civilians to give the terrorists what they want; (2) treat terrorism as a first resort, not a last resort, failing to embrace nonviolent alternatives like elections; (3) don't compromise with their target country, even when those compromises are in their best interest politically; (4) have protean political platforms, which regularly, and sometimes radically, change; (5) often engage in anonymous attacks, which precludes the target countries making political concessions to them; (6) regularly attack other terrorist groups with the same political platform; and (7) resist disbanding, even when they consistently fail to achieve their political objectives or when their stated political objectives have been achieved.




Abrahms has an alternative model to explain all this:  People turn to terrorism for social solidarity. He theorizes that people join terrorist organizations worldwide in order to be part of a community, much like the reason inner-city youths join gangs in the United States.



The evidence supports this. Individual terrorists often have no prior involvement with a group's political agenda, and often join multiple terrorist groups with incompatible platforms. Individuals who join terrorist groups are frequently not oppressed in any way, and often can't describe the political goals of their organizations. People who join terrorist groups most often have friends or relatives who are members of the group, and the great majority of terrorist are socially isolated: unmarried young men or widowed women who weren't working prior to joining. These things are true for members of terrorist groups as diverse as the IRA and al-Qaida.



For example, several of the 9/11 hijackers planned to fight in Chechnya, but they didn't have the right paperwork so they attacked America instead. The mujahedeen had no idea whom they would attack after the Soviets withdrew from Afghanistan, so they sat around until they came up with a new enemy: America. Pakistani terrorists regularly defect to another terrorist group with a totally different political platform. Many new al-Qaida members say, unconvincingly, that they decided to become a jihadist after reading an extreme, anti-American blog, or after converting to Islam, sometimes just a few weeks before. These people know little about politics or Islam, and they frankly don't even seem to care much about learning more. The blogs they turn to don't have a lot of substance in these areas, even though more informative blogs do exist.

All of this explains the seven habits. It's not that they're ineffective; it's that they have a different goal. They might not be effective politically, but they are effective socially: They all help preserve the group's existence and cohesion.

This kind of analysis isn't just theoretical; it has practical implications for counterterrorism. Not only can we now better understand who is likely to become a terrorist, we can engage in strategies specifically designed to weaken the social bonds within terrorist organizations. Driving a wedge between group members -- commuting prison sentences in exchange for actionable intelligence, planting more double agents within terrorist groups -- will go a long way to weakening the social bonds within those groups.

We also need to pay more attention to the socially marginalized than to the politically downtrodden, like unassimilated communities in Western countries. We need to support vibrant, benign communities and organizations as alternative ways for potential terrorists to get the social cohesion they need. And finally, we need to minimize collateral damage in our counterterrorism operations, as well as clamping down on bigotry and hate crimes, which just creates more dislocation and social isolation, and the inevitable calls for revenge.

Mugabe, we're talking about churches being burned down full of Christians
at the hands of the followers of Barack Obama's cousin Odinga. I mean,
excuse me, if you think Africa's a good idea, go there -- like other
black people in this country have, and you'll come back and kiss the
ground that you're standing on now -- as they have -- and we will welcome
you back with open arms, American." 

Quinn continued: "My point was that the practice of
American blacks adopting Muslim and African names is the result of years of
trashing Western civilization in general, and America in particular, on the
part of media and academia. And if you grew up in a culture that told you that
your country was the scourge of the planet, you would do anything to distance
yourself from that culture, including changing your name. That was my point.
It's valid, and I stand by it."

Quinn previously addressed his comments about Ali on
the September 5 edition of his show. On that show he called his remark
"political hyperbole," adding: "The point is that
African-Americans -- excuse me, black Americans, after their indoctrination
into Marxism, adopting clearly non-American, Third World-type names, is an act
of separation. And that act of separation is fostered by the very Marxist
philosophies that are conveyed to them through black liberation theology and
also the Nation of Islam." He later added, "And one of the results of
that is that there's a lot of black people in this country who want nothing to
do with anything American, anything that looks American, or sounds American, as
opposed to the original American experiment, which was to bring everybody on
board."

In a September 16 Philadelphia Daily News column, Ali responded to
Quinn's comments and wrote: "Syndicated talker Jim Quinn wondered
if I'm some 'liberal black Muslim' and (according to
MediaWatch.org) fumed, 'Get an American name if you want to be an
American.' You have to have a European name to be an American?"

Further, Quinn's assertion
that Kenyan opposition leader Raila Odinga is "Obama's
cousin" has reportedly been denied by the Obama campaign and
Obama's Kenyan uncle and has been disputed by the website PolitiFact.com.
While Odinga claimed, "Barack Obama's father is my maternal
uncle" in a January BBC interview,
Obama's Kenyan uncle reportedly said that:
"Odinga's mother came from this area, so it is normal for us to talk
about cousins. But he is not a blood relative." An April 18
PolitiFact.com fact check of a
chain email which also claimed Odinga is Obama's cousin stated that the
Obama campaign denied Obama was related to Odinga and reported that
"[Salim] Lone, Odinga's spokesman, said cousins in the African
sense is very different from cousins in the American sense, so they might be
distant relatives." According to PolitiFact.com, one Kenya expert said Odinga's
claim is "stretched to the point of ridiculousness," while another
said that the claim is "very opportunistic and it should be totally
disregarded." 

Talkers Magazine lists Quinn &amp; Rose
on its "Heavy Hundred"
list, which it describes as a list of the "100 most important radio talk
show hosts in America."
According to the show's website, it airs on 17 radio
stations and XM Satellite Radio.

of her syndicated Christian radio talk show, Understanding
the Times, Jan Markell hosted "former Muslim" Nonie
Darwish, who claimed that "whether he believes in Islam or not,"
Sen. Barack Obama is a "political Muslim" who, as a child, was
"immersed in a culture that was anti-American." Darwish is the
author of the book, Now
They Call Me Infidel: Why I Renounced Jihad for America, Israel, and the War on
Terror (Sentinel,
November 2006).

During the broadcast, Markell asked Darwish, "Do you
feel he [Obama] has strong ties to the Islamic world?" Darwish replied,
"[F]rom what we hear, Obama was immersed -- whether he believes in Islam
or not -- but he got immersed in a culture that was anti-American as a
child." Darwish went on to say, "Whether he calls himself a Muslim
or not, it -- he [sic] doesn't matter. There are many Muslims who are
political Muslims that I know."

Later, Darwish said, "I believe that Obama is a
political Muslim," and stated that "Obama was influenced by"
Islam, "a very political religion." When Markell responded,
"OK, but he's -- we've got to clarify that that does not mean he's
practicing," Darwish replied: "He's not a Muslim, but he -- he's --
the way he expresses himself politically -- the one thing to take care of
everybody through the government, this is an Islamic concept, because, in
Islam, you want to dominate every aspect of a person's life through the
government." Darwish also said Islam is "not a true
religion," and that "inside Islam, it's a rotten
religion."

Darwish appeared on Fox News
and CNN in 2006
to promote the documentary, Obsession:
Radical Islam's War Against the West. According to the Huffington
Post, on September 7, 145,000
DVDs of Obsession were bundled as
an advertising supplement in The New York
Times' newspapers sent to markets in swing states, and
"also came with national publications like the Chronicle of Higher
Education, the Wall Street Journal and the Jewish World Digest." The
documentary reportedly
"showcases scenes of Muslim children being encouraged to
become suicide bombers, interspersed with shots of Nazi rallies" and
lists New York-based group the Clarion Fund as its
distributor on the advertisements. 

The founder of Olive Tree Ministries
in Maple Grove, Minnesota, Markell is a self-described
Messianic Jew who converted from Judaism to Christianity as a young girl.
Markell's radio show, Understanding
the Times, is syndicated nationwide by Salem
Radio Network, a Christian-themed broadcast company
"serving more than 1500 radio stations."

MARKELL: Do you feel he has strong
ties to the Islamic world?

DARWISH: Yes. Well, it started home.
His mother, I think, was a little bit of a radical.

MARKELL: Yes, she was. Hmm-mm.

DARWISH: So, who -- in those days,
those radicals really were anti-American -- they had anti-American sentiment. So,
she was a young girl, 17, 18, who had a baby with a man, who had wives in Kenya, from Kenya -- he's a student here. She
had a baby with him, and then when it didn't work out, he went back to Kenya with his wives, and then she married another
Muslim man from Indonesia,
so, you can -- and then Obama lived in Indonesia in an Islamic school, with
his own admission.

MARKELL: Hmm-mm. Right, he admits
that.

DARWISH: Yeah, so, from what we
hear, Obama was immersed -- whether he believes in Islam or not -- but he got
immersed in a culture that was anti-American as a child. And when -- even with
-- when he came to America,
he picked a church that was totally anti-American church. He went with his
feelings, and he called that pastor his uncle.

MARKELL: Yeah.

DARWISH: So, what does that mean? He
--

MARKELL: Well, I think it means that
he was influenced heavily, as a --

DARWISH: -- by Islam. 

MARKELL: Yeah.

DARWISH: Absolutely. Whether he calls
himself a Muslim or not, it -- he doesn't matter. There are many Muslims
who are political Muslims that I know.

MARKELL: Well, I -- you have to
define the term, though, "political Muslim." 

DARWISH: Yes. Islam is a very
political religion. It wants to dominate people from the -- there is no
separation of church and state under Islamic law. And it is an expansionist
religion because if it doesn't expand, it will implode. It will destroy
itself because it's not a true religion.

So, it's always in a race to
expand, otherwise it will destroy itself. And that's why they're
always looking for new lands, new people to convince that they are right --
because inside Islam, it's a rotten religion. Internally, it
doesn't produce a balanced society. It doesn't produce a society
that is a happy society. And Obama was influenced by all of that. He -- I
believe that Obama is a political Muslim. 

MARKELL: OK, but he's -- we've
got to clarify that that does not mean he's practicing.

DARWISH: He's not a Muslim --

MARKELL: No.

DARWISH: -- but he -- he's -- the
way he expresses himself politically -- the one thing to take care of everybody
through the government, this is an Islamic concept, because, in Islam, you want
to dominate every aspect of a person's life through the government.

of her syndicated Christian radio talk show, Understanding
the Times, Jan Markell hosted "former Muslim" Nonie
Darwish, who claimed that "whether he believes in Islam or not,"
Sen. Barack Obama is a "political Muslim" who, as a child, was
"immersed in a culture that was anti-American." Darwish is the
author of the book, Now
They Call Me Infidel: Why I Renounced Jihad for America, Israel, and the War on
Terror (Sentinel,
November 2006).

During the broadcast, Markell asked Darwish, "Do you
feel he [Obama] has strong ties to the Islamic world?" Darwish replied,
"[F]rom what we hear, Obama was immersed -- whether he believes in Islam
or not -- but he got immersed in a culture that was anti-American as a
child." Darwish went on to say, "Whether he calls himself a Muslim
or not, it -- he [sic] doesn't matter. There are many Muslims who are
political Muslims that I know."

Later, Darwish said, "I believe that Obama is a
political Muslim," and stated that "Obama was influenced by"
Islam, "a very political religion." When Markell responded,
"OK, but he's -- we've got to clarify that that does not mean he's
practicing," Darwish replied: "He's not a Muslim, but he -- he's --
the way he expresses himself politically -- the one thing to take care of
everybody through the government, this is an Islamic concept, because, in
Islam, you want to dominate every aspect of a person's life through the
government." Darwish also said Islam is "not a true
religion," and that "inside Islam, it's a rotten
religion."

Darwish appeared on Fox News
and CNN in 2006
to promote the documentary, Obsession:
Radical Islam's War Against the West. According to the Huffington
Post, on September 7, 145,000
DVDs of Obsession were bundled as
an advertising supplement in The New York
Times' newspapers sent to markets in swing states, and
"also came with national publications like the Chronicle of Higher
Education, the Wall Street Journal and the Jewish World Digest." The
documentary reportedly
"showcases scenes of Muslim children being encouraged to
become suicide bombers, interspersed with shots of Nazi rallies" and
lists New York-based group the Clarion Fund as its
distributor on the advertisements. 

The founder of Olive Tree Ministries
in Maple Grove, Minnesota, Markell is a self-described
Messianic Jew who converted from Judaism to Christianity as a young girl.
Markell's radio show, Understanding
the Times, is syndicated nationwide by Salem
Radio Network, a Christian-themed broadcast company
"serving more than 1500 radio stations."

MARKELL: Do you feel he has strong
ties to the Islamic world?

DARWISH: Yes. Well, it started home.
His mother, I think, was a little bit of a radical.

MARKELL: Yes, she was. Hmm-mm.

DARWISH: So, who -- in those days,
those radicals really were anti-American -- they had anti-American sentiment. So,
she was a young girl, 17, 18, who had a baby with a man, who had wives in Kenya, from Kenya -- he's a student here. She
had a baby with him, and then when it didn't work out, he went back to Kenya with his wives, and then she married another
Muslim man from Indonesia,
so, you can -- and then Obama lived in Indonesia in an Islamic school, with
his own admission.

MARKELL: Hmm-mm. Right, he admits
that.

DARWISH: Yeah, so, from what we
hear, Obama was immersed -- whether he believes in Islam or not -- but he got
immersed in a culture that was anti-American as a child. And when -- even with
-- when he came to America,
he picked a church that was totally anti-American church. He went with his
feelings, and he called that pastor his uncle.

MARKELL: Yeah.

DARWISH: So, what does that mean? He
--

MARKELL: Well, I think it means that
he was influenced heavily, as a --

DARWISH: -- by Islam. 

MARKELL: Yeah.

DARWISH: Absolutely. Whether he calls
himself a Muslim or not, it -- he doesn't matter. There are many Muslims
who are political Muslims that I know.

MARKELL: Well, I -- you have to
define the term, though, "political Muslim." 

DARWISH: Yes. Islam is a very
political religion. It wants to dominate people from the -- there is no
separation of church and state under Islamic law. And it is an expansionist
religion because if it doesn't expand, it will implode. It will destroy
itself because it's not a true religion.

So, it's always in a race to
expand, otherwise it will destroy itself. And that's why they're
always looking for new lands, new people to convince that they are right --
because inside Islam, it's a rotten religion. Internally, it
doesn't produce a balanced society. It doesn't produce a society
that is a happy society. And Obama was influenced by all of that. He -- I
believe that Obama is a political Muslim. 

MARKELL: OK, but he's -- we've
got to clarify that that does not mean he's practicing.

DARWISH: He's not a Muslim --

MARKELL: No.

DARWISH: -- but he -- he's -- the
way he expresses himself politically -- the one thing to take care of everybody
through the government, this is an Islamic concept, because, in Islam, you want
to dominate every aspect of a person's life through the government.
