General Motors, teetering on the brink of insolvency, has taken the extraordinary step of calling on employees and dealers to personally urge lawmakers to approve another loan package that might keep the beleaguered automaker from going under.



In an e-mail obtained by Wired.com, Troy Clarke, president of GM North America, urged 29,000 employees to contact their representatives and senators and tell them to support the automaker and the domestic auto industry, saying 3 million jobs are at stake. "Your elected officials must hear from all of us now on why this support is critical to our continuing the progress we began prior to the global financial crisis," he wrote.

Mark LaNeve, the automakers head of U.S. sales, made a similar plea in a letter sent to dealers nationwide, according to Reuters, which obtained a copy of the letter. Reuters also reported that GM repeated the plea during a company-wide broadcast Wednesday.

Although all of the Big Three have been hit hard by the economic meltdown -- auto sales hit their lowest point in 25 years last month -- GM has been beaten bloody. The General's sales tumbled 45 percent in October, it lost $2.5 billion in the third quarter, its stock hit a 65-year low today and the company is burning through cash so fast it could run out of money early next year. Things are so bad in Detroit that the Center for Automotive Research says (.pdf) one or two of the Big Three could go down for good, taking millions of jobs and tens of billions of dollars out of the economy, and some analysts say a federal bailout is the only thing that will save GM.

Congress has already approved $25 billion in loans for the auto industry. GM says it isn't enough and told employees to beg for more.
"This level of economic devastation far exceeds the $25 billion of
government support that our industry needs to bridge this current
period," Clarke wrote in the e-mail. "Today, I want you to take the time to contact your members of
Congress to ask them to support America's domestic auto industry.?



It would be difficult to overstate the urgency of the crisis. GM's shares sank to $2.92 one day after the company revealed in a federal filing that its "ability to continue as a going concern" is in doubt because it may run out of money. The company's reserves have been dwindling at a rate of $2 billion a month this fall; at that rate, its cash could fall below the $10 billion it needs to keep running as early as January, according to The New York Times.

LaNeve said in the e-mail to dealers that GM needs Congress to move quickly in appropriating the $25 billion it has already approved for the industry and needs another $25 billion in loans "to weather the storm." Chief executives with the Big Three met last week with House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid to discuss a comprehensive aid package worth $50 billion. Lawmakers have increasingly shown a willingness to support the struggling auto industry, and Rep. Barney Frank, D-Massachusetts, said today that his committee will hold a hearing next week to consider approving another $25 billion for automakers.

UPDATE, 4:05 P.M. PST -- GM spokesman Tom Wilkinson tells Wired.com that Clarke's e-mail went out to roughly 29,000 salaried employees (not the "hundreds of thousands" earlier reported). Clarke sent the e-mail because "many don't realize how far along GM and Ford were in restructuring before the global economic crisis" and they "don't understand the importance" of federal assistance in protecting U.S. jobs. GM believes "politicians will be sensitive" to employees' calls for Congress to support GM and the auto industry.

As you know, we have taken the tough, necessary actions over the last few years to strengthen our competitive position.  With our UAW partners we have reshaped our business and will have reduced our structural costs by more than $13 billion by 2010 and have closed the quality and efficiency gaps with our competitors.  We also are building products that have received great customer acceptance and acclaim, as we have seen with the Chevy Malibu, Cadillac CTS and our family of crossovers.  And, there's more to come with the Chevy Volt which will position GM as a global technology leader as well as more hybrids and fuel efficient passenger cars like the Chevy Cruze. 

The consequences, however, of a portion of the domestic auto industry collapsing extend far beyond GM's ability to continue its transformation.  One in 10 American jobs depend on our industry, as well as the health of communities, dealers and suppliers in all 50 states.  As you know, nearly 3 million employees, retirees, and their families also depend on us for their pensions and health care.  Because of our economic contribution, the cost of allowing this industry to fail would be catastrophic:  3 million jobs lost within the first year; U.S. personal income reduced by $150.7 billion; a government tax loss over three years of more than $156 billion.  

This level of economic devastation far exceeds the $25 billion of government support that our industry needs to bridge this current period. Times are tough in Motor City these days, but Michigan got some good news this week with the announcement that Fisker Automotive will put as many as 200 engineers and designers to work on the ultra-luxury Karma plug-in hybrid at a new R&D center in Pontiac. 



The company says it will open a 34,000-square-foot "engineering and development center" to push the $80,000 Karma into production by the end of next year. The upstart firm led by car designer extraordinaire Henrik Fisker had long been interested in setting up shot in the Detroit area, and with the Big Three laying off workers, he it should have no trouble finding a building to occupy and a staff to fill it.

"The available talent, supplier base and infrastructure in Michigan will help us reach our production goal," company COO Bernhard Koehler said in a statement. "While Fisker Automotive will continue to be headquartered in Irvine, California, the new facility will allow us the opportunity to collaborate with our Michigan supplier base and have everyone under one roof."

That's all well and good, and the announcement suggests things are moving right along at a company that's had a run of good news lately. But you've gotta wonder if it isn't also an opportunity for Fisker to thumb his nose at his arch-rival Tesla Motors, which recently announced layoffs, is closing its Detroit design center and just lost its lawsuit against Fisker Automotive.
There's no love lost between the two upstart automakers, both of which have drop-dead gorgeous cars with stratospheric price tags. While Fisker believes plug-in hybrids are the best alternative to petroleum, Tesla's betting full-electric vehicles are the future.

Of the two, Tesla's been way out in front, having actually put about 50 Roadsters in driveways after overcoming delays caused by transmission problems. All we've seen from Fisker is a sexy prototype, a few fake spy shots and a video of the car tooling around a runway. Fisker tells us he's on track to have "about 100" Karmas in driveways by the end of 2009. Most experts we've talked to say that's an exceedingly optimistic timeline -- and one that was laid out long before the auto industry imploded.

But Tesla's stumbled along with the economy. It is cutting about a quarter of its staff and delaying production of "Model S," an electric sedan it hoped to roll out in 2010. The belt-tightening came after Tesla couldn't close a $100-million round of funding - although it has since lined up $40 million in convertible debt financing and is proceeding with plans for a factory in San Jose.  



Fisker, on the other hand, is on a roll lately. The company is backed by venture capital powerhouse Kleiner, Perkins Caufield &amp; Byers and closed a $65-million round of funding in September. It has less overhead than Tesla because it has farmed out a lot of the engineering to Quantum Technologies and lined up the Finnish firm that assembles the Porsche Cayman and Boxster to build the Karma. The company got another boost last week when an arbitrator essentially tossed out Tesla's lawsuit accusing Henrik Fisker of stealing company secrets. Tesla claimed Fisker signed a contract to design the Model S so he could crib from Tesla's proprietary information while developing the Karma. The arbitrator found "the evidence is overwhelming that Fisker did nothing wrong" and Tesla's allegations were "baseless."







Fisker was quick to issue a press release letting everyone know the case had gone his way. Now he's issued another to say he's moving to Michigan -- just as Tesla's moving out. Fisker has reason to crow, but until he's actually started putting cars in driveways, it's all just talk.

"While Fisker Automotive will continue to be headquartered in Irvine, California, the new facility will allow us the opportunity to collaborate with our Michigan supplier base and have everyone under one roof."

That's all well and good, and the announcement suggests things are moving right along at a company that's had a run of good news lately. But you've gotta wonder if it isn't also an opportunity for Fisker to thumb his nose at his arch-rival Tesla Motors, which recently announced layoffs, is closing its Detroit design center and just lost its lawsuit against Fisker Automotive.
There's no love lost between the two upstart automakers, both of which have drop-dead gorgeous cars with stratospheric price tags. While Fisker believes plug-in hybrids are the best alternative to petroleum, Tesla's betting full-electric vehicles are the future.

Of the two, Tesla's been way out in front, having actually put about 50 Roadsters in driveways after overcoming delays caused by transmission problems. All we've seen from Fisker is a sexy prototype, a few fake spy shots and a video of the car tooling around a runway. Fisker tells us he's on track to have "about 100" Karmas in driveways by the end of 2009. Most experts we've talked to say that's an exceedingly optimistic timeline -- and one that was laid out long before the auto industry imploded.

But Tesla's stumbled along with the economy. It is cutting about a quarter of its staff and delaying production of "Model S," an electric sedan it hoped to roll out in 2010. The belt-tightening came after Tesla couldn't close a $100-million round of funding - although it has since lined up $40 million in convertible debt financing and is proceeding with plans for a factory in San Jose.  



Fisker, on the other hand, is on a roll lately. The company is backed by venture capital powerhouse Kleiner, Perkins Caufield & Byers and closed a $65-million round of funding in September. It has less overhead than Tesla because it has farmed out a lot of the engineering to Quantum Technologies and lined up the Finnish firm that assembles the Porsche Cayman and Boxster to build the Karma. The company got another boost last week when an arbitrator essentially tossed out Tesla's lawsuit accusing Henrik Fisker of stealing company secrets. Tesla claimed Fisker signed a contract to design the Model S so he could crib from Tesla's proprietary information while developing the Karma. The arbitrator found "the evidence is overwhelming that Fisker did nothing wrong" and Tesla's allegations were "baseless."







Fisker was quick to issue a press release letting everyone know the case had gone his way. Now he's issued another to say he's moving to Michigan -- just as Tesla's moving out. Fisker has reason to crow, but until he's actually started putting cars in driveways, it's all just talk.

The summer of 2008 was tough on drivers who were used to cheap gas and inefficient cars, but boaters were more apt to upgrade their inefficient technology and make lifestyle changes as the marine industry embraced fuel efficiency. We know that pleasure boating is a lot more of a discretionary activity than driving to work -- but the model of sacrifice and innovation is one to keep in mind for the future of all transportation.

New technologies ranging from more efficient two-stroke engines to longer-range electric boats have given pleasure boaters an opportunity to go green on the blue ocean. Evinrude's now-venerable E-Tec line of two-stroke engines puts automotive technology to shame, while a luxury electric Lear boat runs ten hours on a single charge. If that ain't green enough for you, there's always the option to use your boat less often.



Still, we were wondering if green technology and less time on the water resonated with consumers. We caught up with two employees at 3A Marine, a major sales and service center just south of Boston. Dave Simmer, 3A's Marketing Director, said that fuel efficiency and pollution reduction are definitely on the minds of customers. Roughly half of the visitors to 3A's website check out their "green boating" page, while customers call to ask about fuel saving tips. "People have been conscious of it. We don't want people to not go boating, but we also want people to be responsible." We think that sounds like a common-sense approach for all forms of transporation.When it was released five years ago, the Evinrude E-Tec revolutionized not only marine engines but two-stroke engines in general. For fuel injection, the E-Tec relies on the same Lorentz coil found in loudspeakers to allow precision control of fuel droplet size. The E-Tec also avoids a need for a battery, instead relying on a magneto for reliably starting an engine that often sits in storage for the better part of a year. Jack White, 3A's Sales Manager, said that the E-Tec was extremely popular with his customers. "They've taken the technology that's the dirtiest and turned it into the cleanest -- still using two-stroke technology. It's now even cleaner than the four-stroke outboards." Despite what the warning label on your hairdryer says, electricity and water can mix. Last week, SolidNav announced a  48 volt electric boat motor that can cruise for up to two hours. Duffy builds an electric that can cruise at five miles an hour for eight hours, while the Lear 204 runs for eleven hours. The current crop of electrics are particularly popular for cruising protected waterways, White says that he's sure that electric boats will be in his seaside showroom in the near future. "I'm sure that in a very short period of time we'll be seeing more coming about that. It hasn't reached the retail level yet, but I'm sure it's taking place in some specialty markets," he said.

There's another great way to enjoy a boat responsibly: don't go very far. "I spent less money operating my boat this weekend than it would cost to take my family of four to a Boston Red Sox game," White said. "It's a minimal part of the expenses -- but I saw many people including myself maybe taking shorter trips in the boat."

fuel, compared to what we were doing just ten years ago operational
costs really didn't rise as much because of the efficiencies, which is
great -- nevermind the reduction in pollution," White said. He likened sales this summer to those right after 9/11. "I thought sales would go right down the tubes, but people bought more boats because they weren't travelling," he said. "Business remains strong because people are choosing not to travel either by air or by automobile."

The summer of 2008 was tough on drivers who were used to cheap gas and inefficient cars, but boaters were more apt to upgrade their inefficient technology and make lifestyle changes as the marine industry embraced fuel efficiency. We know that pleasure boating is a lot more of a discretionary activity than driving to work -- but the model of sacrifice and innovation is one to keep in mind for the future of all transportation.

New technologies ranging from more efficient two-stroke engines to longer-range electric boats have given pleasure boaters an opportunity to go green on the blue ocean. Evinrude's now-venerable E-Tec line of two-stroke engines puts automotive technology to shame, while a luxury electric Lear boat runs ten hours on a single charge. If that ain't green enough for you, there's always the option to use your boat less often.

You're returning to the office for a mid-day doctor's appointment and it's looking like you'll be ten minutes early for your three o'clock meeting when you see more bright red than a presidential electoral map of Oklahoma. After inching along for twenty minutes, you arrive at the head of the traffic jam and find a road crew repainting lane lines. Infuriating, right? Get used to it. As budgets bust across the country, more states are looking to move nighttime work to day in order to save money. 

Art Kinsman, Director of Government Affairs for AAA of Southern New England told Wired.com that increased daytime road work is the result of some really tough economic times. "Daytime work causes more congestion, more wasted fuel, more emissions, people not getting from point A to point B on time, and that costs money too," Kinsman said. "That?s a sign of how difficult it is right now in
transportation to make it work. There?s just not enough revenue coming in." In the meantime, drivers stuck in daytime traffic contribute to pollution and idle away gallons of fuel each year.

The alternatives to daytime roadwork aren't that appealing, either. There's very little support for raising taxes, increasing tolls, or letting infrastructure crumble. Plus, daytime roadwork has benefits for workers and motorists beyond saving money on overtime. How would you balance these competing interests? Let us know after the jump.

 Daytime construction has taken a particularly heavy toll (har, har) in cash-strapped Massachusetts. Kinsman, who may have been stuck in some of the same Mass Turnpike traffic jams as this writer, told Wired.com that leaders in Boston would have to "step up and take some hard votes" in order to finance construction without jamming roadways with workers. 

"As a motorist advocate, the shifting to the daytime does not make me happy. On a personal level as a motorist, it doesn't make me happy," Kinsman said. "The alternative is we need to do something. Sometime in the next couple of years, motorists are going to have to ante up something -- an increase in the gas tax or other revenue-generating methods that can be employed." 

That doesn't sit well with Linh Tanh Ngo, the creator of a Facebook group entitled "What?! Daytime road construction again?! This is just bad politics." Ngo, who has been stuck in traffic while living in both Maryland and Louisiana, believes that higher taxes aren't a solution. "Only when government funding has been depleted should there bean increase to income/tolls/other taxes," Ngo told Wired.com. His solution? "The most favorable choice is to implement daytime construction on small roads only. Doing so should help prevent morning traffic accidents and save time for everyone."

It's also important to remember that motorists and the media are guilty of overestimating the financial incentive of moving nighttime roadwork to the day. There's a reason why nighttime work costs more: it's more dangerous to work at night, and the quality of work suffers. A 2001 metastudy (PDF) from Oregon State University found that in nearly all cases, worker safety is most important among decision-makers who determine what time of day construction will take place. Traffic control and congestion tie for first and second. Coming in dead last are cost, air quality, and fuel consumption. 

Pretend you are a governor, making hard choices that affect how much motorists pay for gasoline and road-use, how often they waste time stuck in traffic, and how well motorists and non-motorists breathe. What tradeoffs or policy recommendations would you make? We fully expect to hear from both the "build more roads!" and "high speed rail now!" contingents.

"As a motorist advocate, the shifting to the daytime does not make me happy. On a personal level as a motorist, it doesn't make me happy," Kinsman said. "The alternative is we need to do something. Sometime in the next couple of years, motorists are going to have to ante up something -- an increase in the gas tax or other revenue-generating methods that can be employed." 

That doesn't sit well with Linh Tanh Ngo, the creator of a Facebook group entitled "What?! Daytime road construction again?! This is just bad politics." Ngo, who has been stuck in traffic while living in both Maryland and Louisiana, believes that higher taxes aren't a solution. "Only when government funding has been depleted should there bean increase to income/tolls/other taxes," Ngo told Wired.com. His solution? "The most favorable choice is to implement daytime construction on small roads only. Doing so should help prevent morning traffic accidents and save time for everyone."

It's also important to remember that motorists and the media are guilty of overestimating the financial incentive of moving nighttime roadwork to the day. There's a reason why nighttime work costs more: it's more dangerous to work at night, and the quality of work suffers. A 2001 metastudy (PDF) from Oregon State University found that in nearly all cases, worker safety is most important among decision-makers who determine what time of day construction will take place. Traffic control and congestion tie for first and second. Coming in dead last are cost, air quality, and fuel consumption. 

Pretend you are a governor, making hard choices that affect how much motorists pay for gasoline and road-use, how often they waste time stuck in traffic, and how well motorists and non-motorists breathe. What tradeoffs or policy recommendations would you make? We fully expect to hear from both the "build more roads!" and "high speed rail now!" contingents.
